The northern tier is favored warmer than average, while the Great Lakes has a slight drier-than-normal lean. Severe cold, ice and lake-effect snow remain possible even in an overall milder season.
Wind chill—not the forecast high—is the number to dress for. A hip-length or longer coat and covered ankles make a noticeable difference.
